I believe provision of security is squarely given to the National Police Service. It is not up to the organisers of a strike and trade unions to organise for security as they know nothing about security. There are specialised personnel who deal with that. There are issues such as where the Employment Act is being amended to provide for what is called re-assignment and re- designation of job titles. contributors to NHIF are employees and individual members of NHIF. Those are the people who should be highly represented in NHIF and not majorly the Government. It is unfair to remove them. Representation of the workers of this country should be there in NHIF. The National Social Security Fund (NSSF) Act is also targeted for amendment in this Bill.There is also a proposal that the CS be given power to appoint all the members of the Board of Trustees of NSSF. On the National Hospital Insurance Fund (NHIF) Act, there is a proposal on Part 4 (1) (f) to remove representation of the workers and replace it with the appointees of the CS. Thank you, Hon. Temporary Deputy Chairlady, for giving me this opportunity to make my comments. I support the amendment of an additional amount to this Vote. However, I want to extend my contribution towards teachers’ shortage. Currently, we have a shortage of 100,000 teachers. We have not even captured any figure in this Budget. We do not even have a single cent to recruit teachers. We are planning to recruit teachers through the Supplementary Budget. That is an afterthought. It is unfair. Thank you, Hon. Temporary Deputy Chairman for giving me this opportunity to make my comments on the Vote. I believe the Kshs6.9 billion is inadequate to support our industries. One of the key pillars of the Jubilee Government is manufacturing. If we only allocate Kshs6.9 billion towards that sector, I believe it is really inadequate.
