  • 1 Mar 2018 in National Assembly: .” That is the kind of stigmatization that exposes them in those regions. Their need for security is different from the security requirement elsewhere. I commend the Chief Executive Officer of TSC. When she appeared before the Departmental Committee on Education and Research, she condemned it only that she has not moved a step further to ensure that these teachers are redeployed elsewhere. When we say we want to move them from the rural areas to urban areas, we should ask ourselves, what happened at Garissa University and Mandera when some teachers died? Are these not part of the urban ... view
  • 5 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity to also make my contribution on this very important Bill. This is a critical Bill. It is unfortunate we have to discuss this Bill without the benefit of a report from any committee possibly because we have been disorganised and we have not been able to form committees in this House. Such important Bills need to be scrutinised at the committee level before we go through them deeply so that we can pass Bills that are well analysed. All in all, I support this very important Bill. We need to regulate ... view
  • 5 Dec 2017 in National Assembly: I am also happy to see the issue of gender representation especially at the board level in Part II of the Bill. It is well captured that there should be no more than two-thirds of either gender. This professional field is dominated by the male gender. We need to give our ladies and daughters a role to play when it comes to issues of building. I am also happy that the provisions dealing with the board are well captured especially the board membership in terms of removal and other issues. That is well articulated in the Bill so that issues ... view
  • 30 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity to also make my contribution on this very important Amendment Bill. As I start my second term in this House, maybe, I should take a minute to thank the great people of Bomet Central for voting me back to this House to serve them again. They did that overwhelmingly with about 86 per cent of the total votes and so I am very grateful. I believe they appreciated the work I did here and on the ground for them to vote me in again. I respect those votes and will ensure ... view
  • 30 Nov 2017 in National Assembly: deceased. It has now been captured that after six years, a missing person should be declared missing and his or her properties can now be transferred to the beneficiaries so that members of the family do not suffer that much. At least we need to minimise that. On the issue of the board membership, I am happy that the board members are not going to overstay in service. If people overstay, I believe they will learn a lot about the system and might resort to looting and cases of integrity arising. So, appointing them for three years is okay. And ... view
  • 25 May 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I also want to support this amendment because it does not make sense to reduce the cost of unga, and not lower the cost of cooking. By ensuring that the cost of cooking is lowered, the overall cost of unga will be taken care of. Unfortunately, I can see the Leader of Majority Party has already conceded that the seat of Kibra has gone to ODM. I thought Jubilee is vying for it. view

  • 18 May 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for this opportunity to make my contribution on this Motion. I support it. I want to commend the Committee for the work it has done in vetting these nominees. The Committee went through all the rules as is required to ensure that everything is captured. view

  • 18 May 2017 in National Assembly: You can guide Duale. I believe he thinks he is in his own arena taking care of camels in North Eastern. view
