  • 18 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. You know, the Hon. Member comes from around Kisumu area and they have a joint called “Bottoms Up”. What we are talking about is bottom up, not that one of Kisumu. Please differentiate between the two. We are trying to take care of the hustlers – those people who are struggling to make ends meet. If they deposit any amount of money in a bank, that money should be well taken care of. I want to commend the current Governor of the Central Bank of Kenya (CBK). I believe he has been supervising the ... view
  • 18 Aug 2021 in National Assembly: There are also many hustlers including teachers who have joined Savings and Credit Cooperative Societies (SACCOs) and some established bank owners mislead them to buy into collapsing banks, losing their deposits. These small people need to be protected by the Government so that those in charge of SACCOs cannot be manipulated by the bank owners to buy empty shelves thereby losing their small savings. These struggling hustlers need to be taken care of at any given opportunity. The fund adjusted from Kshs100,000 to Kshs1 million, I believe will be good and can give someone start-up capital for something especially the ... view

  • 12 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity to also make my contribution to this very important Bill. At the outset, I wish to state clearly that I support this Bill because it is making this cover mandatory for every Kenyan. Health is a very important issue which we cannot afford to gamble with. We must ensure that everyone in this country is covered in a health scheme. So, this is a very welcome idea. Although it is mandatory, it needs to be clarified that it is mandatory in the sense of registration but contributions will depend on the ... view
  • 12 Aug 2021 in National Assembly: The issue of fraudulent claims must also be addressed clearly, so that this cover will not be too expensive because of unnecessary charges brought about by theft. I believe opportunists will not be allowed to take advantage of this scheme, as we currently see in the NHIF. I am also happy that employees are being exempted from additional charges in this scheme. The people being brought on board are the employers. They must play a certain role in taking care of the health of their employees. I believe this is welcome that employers must chip in so that they have ... view
  • 8 Jul 2021 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No. 214/2021 which is directed to the Cabinet Secretary for the National Treasury and Planning: (i) With regard to the recent changes to civil servants’ pension scheme, could the Cabinet Secretary clarify whether teachers and civil servants are entitled to retirement benefits accruing from the date of employment to the time they join the superannuation (contributory) pension scheme? (ii) How will benefits be calculated and the entitlement arrived at, and which government agency will be in charge of management and payment of the benefits? (iii) Could the Cabinet Secretary confirm that ... view
  • 16 Jun 2021 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No.189/2021 which is directed to the Cabinet Secretary in charge of Education. The Question is as follows: (i) Could the Cabinet Secretary explain why the Kenya National Examinations Council (KNEC) has not paid teachers who marked KCSE 2020 examinations papers and when will they be paid? (ii) Could the Cabinet Secretary state the criteria used in determining rates for paying invigilators, supervisors, examiners and center managers, the current rates; and when the KNEC intends to revise the said rates? (iii) Could the Cabinet Secretary explain why the deputy center managers and ... view

  • 28 Apr 2021 in National Assembly: Thank you, Hon. Speaker. I may not call mine a constitutional question. I am just seeking your guidance on the issue of popular initiative. If some Members of this House were part of the task force that collected views, does the Bill qualify to have been originated by popular initiative? If some Members of this House and the Senate – in fact a Senator chaired the task force – were part of the task force, I seek to get your direction on The electronic version of the Official Hansard Report is for information purposesonly.
