I wanted to explain that I clearly went and sought advice from the Legal Department of Parliament. They sought advice from the Budget Office of Parliament. Kenya Revenue Authority (KRA) was contacted and they are the ones who provided information on how table sugar should be worded as per their requirements. That is how this one has been worded. My people in Bomet Central gave me clear instructions that we enjoy a cup of tea. We need sugar to be also exempted so that we can enjoy that cup of tea. That is why I am moving this amendment today ...

Thank you, hon. Temporary Deputy Chairlady, let me make it clear. I inquired and I am interested in only sugar from sugarcane and this is the one, excluding the one which is imported. This is from sugarcane. That is all.

The amendment I gave to the Legal Department read “household sugar”. Let us get it clear. They inquired from the Kenya Revenue Authority (KRA) and the words which they inserted here were from that inquiry. I want to move an amendment to this to read “household sugar made from sugar-cane”. That is all.

The other day, we approved the 2013/2014 Budget which was coming to about Kshs1.6 trillion. This Government requires funds to fund its operations both at the national level and the county level.
