You know the court process is expensive. In any case, Part II is also opening that option. If you are not satisfied with what the arbitration process in the board, you can still go to the board. From the outset, I want to say that I do support the annulment of the regulations. I think it is simply unfortunate that the Statutory Instruments Act only gives two roles to this Committee – to either annul or approve. It does not amend the regulations or cannot ask the stakeholders to relook at the regulations.   • 17 Nov 2020 in National Assembly: amend the Constitution in terms of freedom of movement, then subsequently those regulations are not correct and, therefore, it requires annulment. There is also the issue of lack of consultation with special economic zone developers. I believe it is important to deal with the stakeholders in those regions. They need to be consulted so that they can know how their investments are going to be affected. There is need to create certainty in the world of business, especially in the special economic zones.   • 15 Sep 2020 in National Assembly: Thank you, Hon. Speaker. I want to seek your guidance and assistance on a statement that I raised on 4th June and it was responded to in July. When we sat with the Ministry in the Departmental Committee on Transport, Public Works and Housing, the Ministry discovered that it had sent the wrong department. They sent Kenya Urban Roads Authority (KURA) instead of Kenya Rural Roads Authority (KeRRA). Therefore, their response was irrelevant.   • 2 Jul 2020 in National Assembly: Thank you, Hon. Speaker. I confirm that I appeared before the Committee, but we did agree that the response which was given was not well done. I believe the Ministry reverted to KURA while the matter should have been handled by the Ministry Headquarters. So, the response by KURA was inadequate. I believe the Committee has directed the Cabinet Secretary to go back and come with another Statement. I think that was the true position.
