I believe the Departmental Committee on Finance and National Planning is the best because it was an issue of the Printed Estimates. The allocation for the project does not reflect in the books of the Ministry of Education. So, the National Treasury could…

I believe so though it was something to do with public participation. The Budget and Appropriations Committee came to Bomet and the money was allocated directly by the Committee.

When I saw that it had been assigned to the National Treasury, I thought it was the best way to handle it.

Thank you, Hon. Speaker for this opportunity to add my voice on this. I wish to strongly oppose this Bill because it does not go to the extent I expected. Going through this Bill, I found it to be too shallow. The intention of this Bill, majorly, is simply to create the Tea Board of Kenya, the same Board which we had before and which has been criticised by the farmers. I believe what we have here is a “cut and paste” of the same Act. There are many issues which small-scale farmers are facing which are not addressed in ...

powers given to the CS to make regulations. I believe that is going to be unfair and should be very clear. Nothing should be hidden. The other issue is cartels in the tea auctioning in Mombasa. This Bill does not propose a way of sorting out this problem. I would have expected the Tea Board of Kenya to be given powers to monitor the tea auction in Mombasa or wherever they are to ensure that the interests of the small-scale tea farmers are protected. That one is also completely ignored in this Bill. One of my expectations was to see ...

Slow down. What is your problem? Funds, as they wait to be paid as bonuses, need to be invested wisely, so that they are not misused by buying other commodities in-between. They should be invested in the interest of farmers. It needs to be captured in law. The current KTDA factories were constructed by tea growers. The sugar-cane farmers are using factories that were constructed by the national Government. The national Government must come in, especially when dealing with a foreign exchange earner like tea. Currently there is a lot of congestion in our tea factories. Farmers spend their nights ...

Thank you, Hon. Speaker for this opportunity for me to also pass my condolences on behalf of the great people of Bomet Central and the teachers of this country. You know Moi was a teacher just like me. He was a professional teacher. I am a life member of the Kenya Union of Post Primary Education Teachers (KUPPET). I am a beneficiary of Moi’s love for education. I went through Moi High School Kabarak. We also appreciated whatever he used to do for us as students. We used to enjoy some bread called Makatiat at Moi High School Kabarak nearly ...

Thank you, Hon. Temporary Deputy Speaker, for this opportunity to second this Motion on the approval of the Report of the Committee on Delegated Legislation on the consideration of the Value Added Tax (Amendment) Regulations, 2019. The intention of these VAT regulations is to remove the disadvantages faced by exporters in terms of import tax especially on zero-rated goods. We need to make it smooth for competition by removing any disadvantages. That is the intention of these regulations. Therefore, as a Committee, we made a decision that we need to approve these regulations. First of all, these regulations met the ...
