  • 16 Jun 2015 in National Assembly: As we speak right now, the National Policy for Disaster and Risk management and the Draft Disaster Management Bill are pending before the Cabinet for approval. We will follow on that and make sure that the law is subsequently passed and implemented. view
  • 16 Jun 2015 in National Assembly: On the Ministry of Devolution and Planning, we have had a follow up on one House resolution on release of funds to the National Youth Council (NYC).This is based on a Motion moved by Hon. Zulekha Juma in June, 2013. On this resolution, the Committee notes that the Kshs34.2 million as at that time had been allocated to the Council both in the 2013/2014 and 2014/2015 Financial Years. view

This includes the clause on the most favoured nation and the implication of delay in ratifying the agreement given that Kenyan goods have been attracting higher import taxes. The Committee has scheduled a meeting with the Cabinet Secretary to seek clarification on the status of this very important issue. We are following up with the Cabinet Secretary to seek more clarification on the programme and the need to expand this programme to cover more ASAL areas, thereby targeting more pupils.   • 26 May 2015 in National Assembly: Thank you, hon. Deputy Speaker. I stand to support the amendments by the Senate to the Public Procurement and Asset Disposal Bill, 2014. I support the Motion for two very critical reasons. The amendment to effect the need for preference and reservation schemes for residents of counties to ensure that a certain percentage of procurement remains with the residents of a county is a very important amendment which supports the core objective of devolution as enshrined in the Constitution. The gist of the Bill is provision a legal framework to protect a situation where there is difficulty in child bearing. The situation has not been commonly talked about. So, it is not a foreign concept. What I want to urge hon. Millie Odhiambo-Mabona is to find a way--- I am aware that the Departmental Committee on Health is thinking of ways of expanding this Bill, so that we are not talking of IVF only; we can expand it and include all other methods of assisted reproduction, so that women and, indeed, families can be helped.
