  • 14 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I wish to join colleagues in tendering condolences to all the families who have lost their loved ones on my own behalf, on behalf of the people of Narok County and my family. I want to join one Member who lamented the amount of time we give to such serious matters as a House. I do not think the magnitude of the issue of Garissa should be left to less than an hour for us to deliberate on. Having said that, I have a lot to talk about our response mechanism to insecurity issues ... view
  • 24 Mar 2015 in National Assembly: Thank you, hon. Deputy Speaker. By all means, I am not a voting machine like hon. Mbadi claims. We are on this side. Thank you, hon. Musimba for donating the two minutes to me. However, I must say that I am sorry I oppose this Motion in the strongest terms possible. The allegations pointed out by hon. Musimba are not only vexatious, but also malicious and least of all, unfounded. What we have been treated to is a list of trivialities and very generic statements. By all means, hon. Musimba has blown things out of proportion. A Motion addressing the ... view
  • 19 Mar 2015 in National Assembly: Thank you, hon. Speaker. I wish to add my voice and join my colleagues in sending my sincere condolences to the families of hon. Grace Ogot and hon. Justice Kasanga Mulwa. On hon. Grace Ogot, she has been a trendsetter in honouring, respecting, promoting and guarding the rights of women of this country. Given that he was also a former Member of this House, I wish to urge my colleagues that the best way we can honour hon. Grace Ogot is by passionately and in a concerted effort support the two-thirds gender threshold as enshrined in our Constitution. It will ... view
  • 17 Mar 2015 in National Assembly: Thank you, hon. Temporary Chairman. I stand to support the proposal by the Chairperson of the Committee, particularly for the reason that he has widened the scope for protection of children against violence from the restrictive provisions of the Act as it is right now. By including “any other person, with the leave of the court,” we are giving locus standi to any person who may see the need to protect a child from domestic violence to actually secure protection for that particular child. With all these other people listed here, there will be sufficient protection to children. view
  • 4 Mar 2015 in National Assembly: Thank you, hon. Temporary Deputy Chairman. I believe we are still trying to clarify the issue. view
  • 4 Mar 2015 in National Assembly: Hon. Temporary Deputy Chairman, I stand to oppose the proposal to delete clauses 2, 3, 4 and 5 of the Bill as proposed by hon. Kaluma. You will realise that what we are speaking to is a constitutional issue and the Constitution is very clear. I wish to allay fears. We might be having a mix-up, and thinking when we talk about parental responsibility we are talking about custody of the child. These are two different things. When it comes to custody of the child, the law is very clear. It has to go through a legal process where the ... view
  • 4 Mar 2015 in National Assembly: On that basis, I oppose the amendments proposed by hon. Mule. Maybe the challenge we are having here is the Mover of the amendment. We should forget what we know about hon. Kaluma and the very serious issue of parental responsibility, which we want to align with our Constitution. Thank you, hon. Temporary Deputy Chairman. view
  • 18 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker for giving me this opportunity. I wish to say that, as hon. Members of Parliament, we should be providing solutions. It is sad for an hon. Member to stand here and point fingers at other hon. Members of Parliament. If you feel like there is something wrong happening out there, it is your responsibility to correct it. I wish to congratulate hon. (Ms.) Shebesh for bringing up this Motion.
