  • 18 Nov 2014 in National Assembly: Hon. Temporary Deputy Speaker, protect me and the whole House from hon. Diriye and the hon. Member for Suba Constituency. As I support this Motion, I wish to say that, what we are witnessing is some form of intolerance against women by men of a certain caliber. view
  • 18 Nov 2014 in National Assembly: It is also an excuse for people to say that this is happening because of indecency on the part of women. We have seen cases of babies being raped in this country unless we do not know and have not been reading the news or watching television. We have seen babies below five months of age being raped. What indecency can a baby exhibit to warrant the intrusive abhorrent behavior that we are seeing in our men folk? We have seen old women of over 90 plus years who are being raped. What indecency will that old woman exhibit to ... view
  • 12 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. In supporting the Bill I just want to reiterate the fact that I see this Bill having the principal objective of giving effect to Article 232 on values and principles of Public Service. However, in the same breath and by extension, we have Article10 of our Constitution on national values and principles of governance, which this particular law once passed is going to breathe some life into. Article 47 of the Constitution on fair administrative action will also find a place in terms of implementation once we pass this law. This is a law ... view

  • 12 Nov 2014 in National Assembly: This legislation, therefore, comes to deal with shortcomings in service delivery to Kenyans in the public sector by public officers at the national and county levels. This law, at the same time, looks at the need to balance between fair competition and merit and affirmative action in promotions, employment and even in training opportunities for Kenyans who may want to be part of service delivery. It is explicit in saying that certain affirmative action groups must be taken into consideration in assessing the delicate balance between the need for merit and fair competition to make sure that women, the youth, ... view

  • 11 Nov 2014 in National Assembly: Thank you, hon. Temporary Speaker for giving me an opportunity to support this particular Bill. In support of the Bill, I wish to start by saying that, it is a pity that 51 years after Kenya’s attainment of Independence, we have areas in this country where the right to life of Kenyans is highly compromised largely because of lack of access to water. One of the major sources of distress for me as a County Member, as I do my rounds in the county, every single day, I am confronted by cries for water, particularly from the womenfolk. We know ... view
  • 11 Nov 2014 in National Assembly: The other thing is that water touches the core of the right to the highest attainable standards of health for Kenyans, which is a fundamental human right. It is only yesterday that we saw a lady from Baringo who cannot walk or sustain her family because of an illness that has been as a result of lack of water. She has been reduced to breaking some stones for sale in order to sustain her family just because of lack of access to quality water. That was at Kambi Samaki in Baringo where the residents are seriously affected by the problem ... view
