Hon. Temporary Deputy Chairman, I stand to oppose the proposal to delete clauses 2, 3, 4 and 5 of the Bill as proposed by hon. Kaluma. You will realise that what we are speaking to is a constitutional issue and the Constitution is very clear. I wish to allay fears. We might be having a mix-up, and thinking when we talk about parental responsibility we are talking about custody of the child. These are two different things. On that basis, I oppose the amendments proposed by hon. Mule. Maybe the challenge we are having here is the Mover of the amendment. We should forget what we know about hon. Kaluma and the very serious issue of parental responsibility, which we want to align with our Constitution. Thank you, hon. Temporary Deputy Chairman.

Thank you, hon. Temporary Deputy Speaker for giving me this opportunity. I wish to say that, as hon. Members of Parliament, we should be providing solutions. It is sad for an hon. Member to stand here and point fingers at other hon. Members of Parliament. If you feel like there is something wrong happening out there, it is your responsibility to correct it. I wish to congratulate hon. (Ms.) Shebesh for bringing up this Motion. What we are seeing ---

Hon. Temporary Deputy Speaker, protect me and the whole House from hon. Diriye and the hon. Member for Suba Constituency. As I support this Motion, I wish to say that, what we are witnessing is some form of intolerance against women by men of a certain caliber.

It is also an excuse for people to say that this is happening because of indecency on the part of women. We have seen cases of babies being raped in this country unless we do not know and have not been reading the news or watching television. We have seen babies below five months of age being raped. What indecency can a baby exhibit to warrant the intrusive abhorrent behavior that we are seeing in our men folk? We have seen old women of over 90 plus years who are being raped. What indecency will that old woman exhibit to ...

Thank you, hon. Temporary Deputy Speaker. In supporting the Bill I just want to reiterate the fact that I see this Bill having the principal objective of giving effect to Article 232 on values and principles of Public Service. However, in the same breath and by extension, we have Article10 of our Constitution on national values and principles of governance, which this particular law once passed is going to breathe some life into. Article 47 of the Constitution on fair administrative action will also find a place in terms of implementation once we pass this law. This is a law ...

This legislation, therefore, comes to deal with shortcomings in service delivery to Kenyans in the public sector by public officers at the national and county levels. This law, at the same time, looks at the need to balance between fair competition and merit and affirmative action in promotions, employment and even in training opportunities for Kenyans who may want to be part of service delivery. It is explicit in saying that certain affirmative action groups must be taken into consideration in assessing the delicate balance between the need for merit and fair competition to make sure that women, the youth, ...
