Another example is of an athlete who suffers from an accident and losses his legs and is not able to continue with their career. I stand to support most of the proposals for amendment by the Chairperson in Regulation No.15 and particularly the ones that clarify the roles of the County Member of Parliament and that of the constituency Member of Parliament in nominating the Members that will constitute the constituency committee. I think it goes a long way to make sure that these nominations are done in a complementary way as well as the management of that particular committee. I support what hon. Mbadi says that it goes to disqualify the subsequent amendment which is to be proposed by hon. Midiwo. I do not think that we have one particular Non-Governmental Organisation (NGO) or organisation per constituency. This is based on assumption that in each constituency we have an organisation dealing with matters of persons with disability and I think it is a wrong assumption. Deputy Speaker, information availed to me by one of the many Kenyan students in this university is to the effect that for one year now a group of Kenyan students has been pursuing their applications for bursaries in vain. This follows a proposal or an application submitted to the relevant Education Officers – a proposal which was duly acknowledged and followed with a promise by the said officers to act on the students’ request within a week and that was in September of last year. view

Deputy Speaker, it is also alleged that there is a sum of Kshs6.8 million supposedly earmarked for a bursary kitty for needy students in Makerere but which has not been expended for the last two years or at least not for the intended purpose. The reason given for withholding of these monies is lack of approval from the Ministry of Education, the consequence of which 96 needy students and, therefore, would-be beneficiaries of the said monies have since missed their examinations.
