  • 13 Oct 2020 in National Assembly: Thank you, Hon Speaker for giving me this opportunity. At the outset, I support the Motion of adoption of the PIC Committee. I support this Report because most recently, Members have been crying that reports that come to this House fall short of recommending possible actions that can be taken so that the reports are seen to move forward and take the country to a better place. Hon Speaker, the only Committee that has been bold enough to mention names of persons who have been found responsible for certain action in its findings and Reports is the Departmental Committee on ... view
  • 13 Oct 2020 in National Assembly: With those few remarks, I support the Motion. view
  • 22 Sep 2020 in National Assembly: Thank you, Hon. Speaker for this opportunity. Right from the outset I would like to say I support Justice Maraga’s action. Long before I came to this Parliament, as the Chair of the Thuluthi Mbili za Akina Mama I interacted with you on several occasions regarding this issue. I would like to say it out clearly that you listened to us, engaged and helped us work through lobbying so that we would ensure we do not get to where we are currently. As I stand up to speak, I am not speaking as a woman, I am speaking as a ... view
  • 22 Sep 2020 in National Assembly: It is not enough to say that because women Members of Parliament do not work hard, then this should be thrown out. Who said women Members of Parliament do not work hard? As I stand here today, I have been called and voted in as the best woman representative in the whole country by Infotrack in the latest polls. Does that not show that I work hard? This is not about women and women’s performance. I would like to say that, indeed, when we talk about Article 100… view
  • 22 Sep 2020 in National Assembly: Hon. Speaker, I will not let that derail me but if it is a problem, I will take it back so that I can have an opportunity to move on. Article 27 does not in any way force citizens to vote in a particular way. We already have a similar situation in the county assembly. We are not saying that any Kenyan is forced to vote in a particular way for the Members of the county assembly but if and only if, the voting does not adhere to Article 27, you will find that there is a mechanism to ensure ... view
  • 22 Sep 2020 in National Assembly: Thank you, Hon. Speaker. In effect what the Member has done is move my point. Article 177 already gives us that mechanism for the county assembly. Although we do not have a mechanism as the National Assembly, that is what we as Members of the National Assembly were expected to come up with. view
  • 22 Sep 2020 in National Assembly: Hon. Speaker, I would like to inform the speaker who has just spoken that, indeed, the members of the public already passed that Article 27. It was part of the Constitution that was passed and promulgated in 2010. Hon. Speaker, I hear a lot of people saying that we must ensure that we have good governance and that the actions of Justice David Maraga do not promote good governance. What is good governance if it is not inclusivity? What Justice Maraga has done is a way to ensure that we have inclusivity, which is part of good governance. I am ... view
  • 15 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity. Right from the outset, I support these amendments. Just like one of the Members has already said, the Constitution envisaged different ways in which counties could generate revenues. One of the ways, indeed, was by way of taxation or collecting revenue. However, more and more, we have seen counties totally dependent on the funds that they are getting from the national Government because they are not able to generate enough revenue from their collections. There is a big discrepancy between what is reported as having been collected and what is actually ... view
  • 15 Sep 2020 in National Assembly: hence they do not have to depend on funds from the national Government, then we must sort this out. This is Sen. (Dr.) Zani’s attempt of sorting it out. If we have a uniform system of revenue collection, we will have a very effective benchmarking system amongst the counties because it will be easy to note the reason why one county is not doing as well as the others yet they are following the same system. It will be easier to tighten the corruption loopholes that might be making that county not to be as effective in revenue collection as ... view
  • 10 Sep 2020 in National Assembly: Thank you, Hon. Speaker. I rise on a point of order. Is the Hon. Member in order to suggest that the Committee does not have the specific reports that he is showing us and yet, he is a member of that Committee and he is holding the reports? Is he in order to hold those reports and blindly tell us that the Committee has not seen those reports? view
