Mr. Temporary Deputy Speaker, Sir, thank you for giving me this opportunity. I oppose the Motion. The reason why I am opposing this Motion is because we have a lot of unfinished business. Mr. Temporary Deputy Speaker, Sir, my age is such that, I learnt the English language; the Queens version. So, when I say "finish," I mean we are finishing the five years of this administration. Is that not correct? Mr. Temporary Deputy Speaker, Sir, we were promised a constitution in 100 days. What has happened is that the Bomas Draft has been mutilated by taking piece-meal things in it and trying to bring them here for amendment. asked the Minister for Science and Technology:- (a) why the Government has failed to seriously take cognisance of science and technology and its role in national development; (b) whether the Minister could inform the House how much money has been given to the National Academy of Sciences and Technology in terms of budgetary allocation over the last five years; and, (c) what other measures the Government has taken in order to promote the improvement of science and technology in Kenya.

Mr. Speaker, Sir, you can see that this was extracted mainly from the policy statement. Many countries are devoting a lot of resources to science and technology development, right from the primary school level. The National Academy of Science and Technology is virtually the advisory body on science and technology in any country. We have seen that the amounts of money given to it have been reducing over the years until it is at its lowest in the current Budget. Could the Assistant Minister tell us whether truly they realise what the role of the NAST is in national development?

Mr. Speaker, Sir, the Assistant Minister mentioned that they are hoping that the NAST will actually stand on its own without Government funding. Could he tell us whether that is the right thing to do if truly they value science and technology for national development?

Mr. Temporary Deputy Speaker, Sir, seven minutes is plenty. I have just arrived this morning from western Kenya. It is easier now to fly than to go by road. Our roads are impassable. It takes 10 hours instead of five to reach my home in western Kenya. So, flying is cheaper. asked the Minister of State for Public Service:- (a) how many Kenyans have been employed by the Public Service Commission since January, 2003 to May, 2007; (b) whether he could table a list indicating how they are distributed in terms of constituencies, where they come from and the percentages per constituencies; and, (c) what measures he is going to take to ensure that recruitment by the Public Service Commission is done in a fair and transparent manner and distribution is based on constituencies and not districts to ensure that all constituencies benefit.

Mr. Deputy Speaker, Sir, we know that Kenyans are always complaining about unfair play, inequities and so on especially in the allocation of resources and distribution of jobs. That is the reason why I asked this Question. The Minister has not answered part "b" of this Question apart from saying that there is a committee working on this.
