So, in Clause 31 we are clarifying to give the National Assembly powers that is vested in it to allocate and appropriate funds and not Parliament. This is because Parliament includes the Senate. That is the clarity we are seeking to make. view

Millie is referring to, it is like it is the appointed day that operationalises the Act and the former institute. There was no Act on the creation of this Institute. This is an initial law and that is why this amendment becomes necessary. view
