Hon. Temporary Deputy Chairman, I beg to move:- THAT the Bill be amended by deleting Clause 8. The amendment may not be attainable since it will be a huge financial burden to the Ministry. Free primary education only covers public schools. Attending private school is a choice, hence persons willing to attend private schools should support themselves. The Government provides free primary education and free day secondary education for public schools.

THAT, the Bill be amended by deleting Clause 11 and substituting the following new clause− Amendment of section (11) “Section 35 of the Principal Act is amended in sub-section 35 of No.14 of 2013 (2) by inserting the words “except with the concurrence of the parents or guardians” immediately after the word “class”. The amendment is meant to ensure that in the event the school management wishes to hold back a learner with a view to improving her performance, it should be done in consultation with the parents or the guardian.
