This is the only way any regulation making authority should follow so that regulations are passed on time instead of wasting time and public resources processing them. I do not want to repeat what my colleagues have said, but it is my feeling that these companies should be given, at least, three years in order to register and train their personnel. Otherwise, three months does not make sense. view

  • 7 Nov 2019 in National Assembly: As I support this Motion, I want to confirm to the House that any regulation that does not have sufficient evidence over the issue of public participation with this Committee, we do not entertain it at all. That is because we will be violating Articles 10 and 118 of the Constitution of Kenya by not observing that there was evidence of public participation on that particular regulation. That is a very serious issue which has been affecting the country in general. Every month, there are reports of such thuggery. I think our security personnel are doing business with this matter. I do not believe that animals are being stolen every time and again and there is no evidence of where the animals are taken. This matter must be taken very seriously.   • 9 Oct 2019 in National Assembly: Thank you, Hon. Speaker for allowing me to air my views on this particular Motion. I sit in the Committee on Delegated Legislation and we scrutinised the Regulations clearly. My major point of interest is public participation. I heard Hon. Musimba talking about public participation. Public participation in this Motion depends on the group or body. In that case, the public participation was well articulated and attended and we got a Report from the IBEC where the same interest body met and had results. view
