Hon. Temporary Deputy Chairman, I want to support the increase of time to 30 days because counties are the centre of devolution. Allowing Members of County Assemblies (MCAs) is also good, as the former speaker has said, because their capacity may not be at par with the National Assembly. I support.

I am a Member of the PIC and I wish to applaud my Chairman for the able manner in which he moved the Report. First, I support the adoption of the Report. The Tassia II Project had become a cash cow, particularly for those who were in the NSSF and the Ministry of Labour. The Committee has made a recommendation on the issue of who should meet the cost of the infrastructural development, now that all the plots were sold as serviced plots. It is true, as the Member said, that this is like a private public partnership. The purchasers of the plots must meet the cost of putting up roads, water and other services like shops. Thank you, Hon. Temporary Deputy Speaker for giving me the opportunity to contribute to this important Motion. I would like to congratulate my friend, Hon. Kisang, for moving it. I would like to start by correcting my good friend, Hon. Oner, who said that these issues are found in Jubilee zones. This is a national security issue which cuts across the country, including the Coast region and even Muhoroni Constituency, where he comes from. Thank you, Hon. Temporary Deputy Speaker. I wish to take this opportunity to thank Hon. Mwaura for coming up with this timely Motion. I wish to ask him, like other colleagues, to move quickly and develop a Bill to assist our youth, knowing that our youth comprise about 70 per cent of our population. I am saying this because in my constituency, we have a group of youths who have developed an anti-virus software that has been adopted by over 20,000 users. Thank you, Hon. Temporary Deputy Chairlady. I want to support the amendment which proposes to nominate a person to the Board from a chartered public university which offers engineering courses. I also wanted to talk about the New Clause (1)(e), which says that the Director-General of the Authority shall be an ex-officio member of the Board. The Chair should consider saying that the Director-General shall be the Secretary to the Board. I wonder whether the Chair of the Committee is listening.
