The reason why I want this subclause included in this Bill is because we want to encourage investment in this country. An investor will come and know exactly what he needs to be able to abide by the laws of Kenya and be licensed to invest in the energy sector without these things being kept under the desk in the Ministry. I would request this House to allow openness by enabling the country to produce a booklet, so that when an investor comes to this country, he will just check whether he has all the requirements needed or not. If the Government objects to license him, it must have reasons for that. So, I would like this to be included in the Bill for clarity of investment in the energy sector in this country. view

Some countries even fix a certain percentage to be enjoyed by the producer of power and another one to be enjoyed by the consumer of it. Mr. Temporary Deputy Chairman, Sir, so, if the Commission is supposed to make sure that there is fairness, it will be its responsibility to make sure that electricity is affordable to most of our voters. So, I support the amendment proposed by Mr. Muturi. view
