Alright. I am well guided. I was just trying to say that we need to create… Kindly consider that I have been interrupted. I can see that my time is almost up. I am trying to put my point across that we actually need to focus more on creating opportunities and not just capping the available ones. One of the ways that the Jubilee Government was trying to capture and create many opportunities for the youths of this country was through the housing programme, which was to employ thousands of youth as we execute the housing project. However, the Kshs2.5 ...

Thank you, Hon. Temporary Deputy Speaker. I rise to second the National Disaster Management Authority Bill, 2019 as it is well articulated by my brother and colleague, Hon. Ichung’wah. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

In the recent past, we have witnessed many disasters in our country. As it was well articulated, it is just prudent for us to look for a cohesive way of responding to these disasters. As you know, something only qualifies to be a disaster if it is not planned. We must come up with a way of coordinating resources to help the victims and situations that get us in a way of emergencies because all disasters are emergencies by nature. In my constituency of Kiharu, just like many other Members in this House, we have witnessed various disasters. Every single ...

Thank you very much, Hon. Speaker for the chance to contribute. I rise to oppose. Even after incorporating the Kshs56 billion, which is not available and referencing on how we have been giving money to our counties, I do not think we are observing equity and equality in so far as disbursing money to our counties is concerned. Therefore, I believe the whole process is fraud. Hon. Speaker, if you do not mind, can I relax my mask. If you look at the per capita allocation of the money we give to our counties per person, per region and at ...

Thank you very much, Hon. Temporary Deputy Speaker for the chance. I rise to give my comments in regard to this Report by the Public Investments Committee. First, I want to commend the Chair and Members for coming up with such a robust Report of around 600 pages. That is a great deal. I say that because I have sat in the Public Accounts Committee (PAC) before and we do more or less the same kind of job. I know the kind of dedication that one needs to put to this work. Audit is part of the budget-making process. It ...

House, all Members have disappointment from the former Rural Electrification Authority (REA). We have projects going on in our constituencies, but hardly any is complete. When they have transformers, they do not have poles. When they have poles, they do not have conductors. They need to do their work coherently, so that they finish at least a few projects instead of having hundreds of projects ongoing in our constituencies. The service of such kind of utility only makes sense when a bulb is lit in a house and not when you have electric posts all over. Two, in regard to ...

Thank you, Hon. Temporary Deputy Speaker for giving me a chance to contribute and support this Report. At the outset, it is not just that Kiharu is number one on NG-CDF, even when it comes to Uwezo Fund - and the records are there to confirm - we have the highest amount of money revolving in the pockets of members of various groups.
