  • 20 Mar 2019 in National Assembly: audit for the entire workforce that we have in our counties, most of it is actually unnecessary and pure duplication. Even as you talk about duplication, it is not purely an issue of county governments singularly. There is a lot of duplication when it comes to the devolved functions. In many counties, you find there is a person who is, for example, employed by the Ministry of Agriculture to oversee the work of the national Government in our counties and even in our sub- counties. However, even our governors have the same officer playing exactly the same roles. I tend ... view

  • 20 Mar 2019 in National Assembly: suppliers, especially small traders are languishing in poverty when their money is held by the national Government in the name of pending bills. As I wind up, we need a lot of consultations when it comes to grants and the monies given by other bodies like the World Bank. I cite this because--- view
  • 29 Nov 2018 in National Assembly: Thank you very much, Hon. Speaker. I will be very brief. I support the Motion but I would wish to point out some few matters in regard to the state of the capital market in Kenya. It is notable that for the last several years, most of the players in the stock markets and the capital markets have actually been making losses. The stock market in Kenya currently is shrinking. We are having more companies delisting from the Nairobi Security Exchange than the companies that are going through the listing. Because of this, we have seen the volumes and the ... view
  • 29 Nov 2018 in National Assembly: The challenge to the CMA is promoting our domestic capital markets. Other than trading in shares and Treasury bills and bonds, we do not have elaborate products when it comes to capital markets because the basis of a capital market anywhere, beyond investing, is also to help companies to raise capital either through Initial Public Offering (IPO) or through other methods. We do not have as many products in our capital markets here in Kenya like many other economies of our scale. This is a challenge to our CMA to look beyond. Things like private equity and venture capital is ... view
  • 29 Nov 2018 in National Assembly: become a private equity fund. The regulations are scanty in so far as CMA is concerned. But we also have to promote the privatization of the private public companies because as it is now, even the companies that are listed in the Nairobi Securities Exchange, their genesis was actually GoK. Some of those entities were GOK-owned. Even one of the biggest companies in Kenya in terms of market capitalization and in terms of profitability, Safaricom, conducted an IPO in a way of selling a stake that was previously owned by Government. I see so many other companies that should go ... view
  • 29 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I can clearly see we do not have much time left in this Sitting. I support this Report. I belong to the Public Accounts Committee. We have been burning the midnight oil in the Committee because, as you can see, we have tabled the Report for the 2014/2015 Financial Year. I believe our next report will be tabled much earlier because we have been working on the 2014/2015 and 2015/2016 Financial Years. Let me go direct to some of the issues I saw during our report writing and even in our interactions with Government ... view
  • 29 Nov 2018 in National Assembly: our needs. However, the elephant in the room is corruption. As a Member of the Public Accounts Committee, I have seen corruption in its true colours especially corruption that happens through procurement. We keep on interrogating Government officials and I believe we have mentioned in our recommendations that we have a very huge Government. The bigger the Government, the more Government entities we have. These are just but avenues for corruption or avenues of siphoning Government resources. We have many entities that are engaged in business. The more entities we have that compete with the private sector and cannot be ... view
  • 29 Nov 2018 in National Assembly: On corruption, there is an audit that was ordered by the President. I agree with Hon. Bunyasi’s sentiments that this country should go beyond the lifestyle audit. We need to go further and do something that I have said before in this House, which is assets audit. People who corrupt the system are not dunderheads. They are very knowledgeable. They steal Government money in a way that you can take them to any court of law including the Supreme Court, but you will never find culpability on their end. We can, however, see glaringly that some of these people have, ... view
