  • 9 May 2019 in National Assembly: a few years ago was taken over by the two original brothers through this kind of an arrangement. Just recently, we saw the delisting of KenolKobil through the same kind of way. Therefore, for us to amend that now you only need 50 per cent plus one to violently take over a company, I do not think we are safeguarding the rights of the minority shareholders. We have many in the pipeline who would want to push out the small shareholders. The major issue around takeover is the pricing and the valuation. Yes, you want to take over these small ... view
  • 9 May 2019 in National Assembly: There is this issue of the Merchant Shipping Act. Listening to the Chair of Departmental Committee on Transport, Public Works and Housing in this Assembly, he convinces us even more not to support the amendments because he was very forthright that the GoK and the public want to amend this Act so that we can give the Government a leeway to acquire ships. This is foolhardy especially given the kind of explanation given by the Chair that it is about stabilising prices and cost of shipping. That was a defeatist argument. We have precedents in this country where we made ... view

  • 8 May 2019 in National Assembly: Hon. Temporary Deputy Speaker, I rise under Standing Order No.95. Since I came to this Chamber for this Session, we have constantly been repeating ourselves. We have exhaustively debated this matter. Therefore, I rise to request that the Mover be called upon to reply. view

  • 8 May 2019 in National Assembly: That is taxpayers’ money from a certain office along Harambee Avenue to spew hate on Sundays on the pulpits. We must move away from this issue of being told this is a confidential vote or a security thing and you cannot audit. You are telling me I cannot audit a vote when some of the leaders and our colleagues will come here and boast about money they are getting from Government coffers to do campaigns over the weekend. view

  • 24 Apr 2019 in National Assembly: Thank you very much Hon. Speak for giving me a chance to make my contribution. I rise to support the President for giving such an exemplary Address. I know that the main issues the President came to discuss in Parliament were national values, international obligations and security. At the outset, on national values, I commend the President for talking eloquently about corruption and about bringing our country together in the name of unity. As a Member of Parliament, I support the efforts being put forth by the President in uniting the country, especially doing something that has never been done ... view
  • 23 Apr 2019 in National Assembly: Thank you very much, Hon. Speaker, for the chance to contribute. I want to side with my chairman that especially we in PAC neither support nor oppose these amendments; we are indifferent. Whereas Hon. Kaluma has very serious reasons why he brought the amendments, also it is good to note that as a committee we had the same problems as Hon. Kaluma and that is the reason that necessitated the committee to look for legal advice from the same Parliament that we serve. The reason for saying this is that we have mixed reactions even as Members of PAC. If ... view
  • 23 Apr 2019 in National Assembly: The other condition is if the company’s application has not been dealt with within the period prescribed for the purpose of this section. Literally reading that section, it is very clear that IDEMIA ought not to have signed a contract with IEBC. Also, I side with the other Members who see a lot of ramifications in us supporting these amendments, because we have so many other companies not just based in IT but across other sectors in our economy that will actually be roped within the amendments in their interpretation. Even as we talk about IDEMIA, the company we are ... view
