  • 20 Sep 2018 in National Assembly: We have to stop misleading Kenyans by just rotating and parading this matter like it is about Members of Parliament. The issue before us is about Kenyans; it is not us. The issues we should be discussing are not about NG-CDF because as far as Kenyans are concerned, it is attached to us. The real issues are about roads, the Rural Electrification Authority (REA) and the Last Mile Connectivity Programme. I request my colleagues not to send the wrong signal out there. The issue is not about us because all those issues cumulatively are less than 5 per cent of ... view
  • 20 Sep 2018 in National Assembly: As an economist, I have gone through what the Committee brought here today. I know that so many Kenyans are watching. The noes and ayes in this session are not about the 16 per cent VAT. Whether we say “no” or “yes”, it is not about the popular matter that Kenyans are waiting for out there. It is a matter of re-arranging Government money from one department to another. On that rearrangement, it is very good that you tell Kenyans that we are not increasing NG-CDF but reducing it from where we wanted it to be. However, it is good ... view

  • 28 Aug 2018 in National Assembly: Thank you very much, Hon. Speaker. I start by congratulating you for being elected the Chair of the Commonwealth Parliamentary Association (CPA). I have been here listening to my colleagues. I also want to concur that the Budget was read but we, most of the time, just handle the expenditure part of it. As we debate this Bill today, we are handling the income part of Government; the part of raising money so that we can expend in the various projects. Even when we were in school, we used to be taught that taxation is just one of the many ... view
  • 28 Aug 2018 in National Assembly: Thank you, Hon. Speaker. This is my Maiden Speech at this point. view
  • 28 Aug 2018 in National Assembly: I have never spoken from this point Hon. Member for Ruaraka. I was trying to make a point in relation to charging VAT on all products. This was passed in 2013, but the Cabinet Secretary in charge of National Treasury, has been deferring this issue of taxing or incorporating 16 per cent on all products. There was a reason for this deferment. As you know, in this country we are endowed with minerals and oil. But we were to start charging 16 per cent VAT when our country reaches a point where we can commercialise or have production of oil ... view
  • 28 Aug 2018 in National Assembly: effect of this, runs down to even the ugali that we take. Every single thing in this country is run by oil, diesel or petrol. view
  • 28 Aug 2018 in National Assembly: On the Banking Act amendment, as an economist, it sounds very well and sophisticated for us to come here and speak of competitive markets. We have given many spheres of our economy the arena to compete by promoting free trade. We have been captured by cartels. We came from oil and tried to have these entities and especially promoters of oil products compete fairly. One of the conditions for a free market is one that is devoid of cartels. Even as we talk about all industries and finance industry we are not talking about an industry or an economy or ... view
  • 28 Aug 2018 in National Assembly: The amendment proposed in the Finance Bill, in so far as the proceeds of Crime and Anti- Money Laundering Law is concerned, is good. This is so that we continue tightening the ropes and the nuts in so far as fighting corruption is concerned; especially on money that is passing through our financial institutions. Money is just one of the assets that are used as proceeds of corruption. It is only money as a liquid asset that passes through our commercial banks. We need to extend this net because most of the people who benefit from money laundering and corruption ... view
  • 28 Aug 2018 in National Assembly: As I wind up, I want to talk about Robin Hood tax. Maybe it will interest the Members to know the originality of the Robin Hood taxes. It came from a place called Nottinghamshire about 1700 years ago where this gentleman used to rob from the rich and give to the poor. We cannot build our economy by punishing people who are working hard and those we think have money by redistributing to the others. Even as we uplift people at the bottom of the pyramid, we also need to protect those people... view
