  • 15 Aug 2018 in National Assembly: of Kenya. We benchmark outside this country especially in the European countries. Most of the benchmarking should happen from within so that we represent the people over lunch hour. As we talk about ourselves, as Members, I also want to speak about another category attached to us. My effectiveness, as a Member of Parliament, largely depends on the effectiveness of my staff, especially the ones who are attached to my office by the PSC. As I address this House today, our staff across the constituencies have not received last month’s salaries. We need to be serious about how we handle ... view

  • 14 Aug 2018 in National Assembly: Thank you very much, Hon. Deputy Speaker, for giving me this chance. At the outset, I support the annulment of the said regulations. I see a lot of laziness on the side of ERC. For them to come up with regulations to force, especially very small houses like three bedroomed houses to have solar systems for water is being lazy and sleeping on their job. Whereas we understand and support that we need to promote green energy, this should never come at the expense of people who are trying to own homes. For every good thing to happen, people must ... view

  • 14 Aug 2018 in National Assembly: I see a trend in this country where we have layers and layers of over-regulation. We were just debating another issue about driving schools. That was over-regulation. This issue about installing solar energy in those kinds of houses is over-regulation. This goes against our promotion of private enterprise and the private sector in this country. There seems to be a concerted effort to stifle business people and push entrepreneurs to a corner where they have to keep on fighting for their bread. Those people are doing a lot in so far as spurring our economy is concerned. Very important issues ... view

  • 8 Aug 2018 in National Assembly: Thank you, Hon. Speaker. I stand first of all as a young person because we are talking about the department of youth. First, I commend the Committee for vetting this gentleman, Dr. Otieno. Even as I support, it is imperative that we know that the youth of this country constitute over 80 per cent of the entire population. There is a high dependence ratio when it comes to young people depending on the elderly especially the average age because most of them are unemployed. Even as the PS comes to… view

  • 8 Aug 2018 in National Assembly: It depends on his reference. As the PS comes to office, one of the policy issues he will handle with his years in that position is the Government policy The electronic version of the Official Hansard Report is for information purposes only. • 8 Aug 2018 in National Assembly: where they want to merge Uwezo Fund, the Youth Enterprise Development Fund and the Women Enterprise Development Fund into one entity of a bank. I know this is a very contentious issue. While listening to the young people of this country, it will be very unwise for the Youth Enterprise Development Fund or even Uwezo Fund to be merged with any other fund in the name of a bank. We have many institutions even a bank like Development Bank of Kenya, which has a majority shareholding from the Government of Kenya, but it is very inefficient when it comes to ... view
