highest potential prices that are required for communities and groups so as to attain their potential. What does that mean? It obviously means that it will increase the earning capacity of those groups. This will kill out the handouts culture, which has become an endemic in our society. When people have incomes, which are predictable and flowing in their pockets, it is quite clear that they will have to depend on their labour and economic welfare within that group. Nawashukuru wenzangu kwa kupitisha hoja inayowania kuongeza bujeti kwa serikali zetu za ugatuzi. Nitarajia kwamba wakati Wizara ya Fedha itakapo tangaza bajeti mwaka ujao, watatia maanani pendekezo zilizowasilishwa na maseneta leo bila kutafuta mbinu za kushusha kiwango cha fedha kilichopitishwa na Bunge hili leo. Nina imani kuwa serikali za kaunti hazitapata chini ya Kshs485 bilioni. Waziri wa Fedha atakapo leta makisio ya bajeti, tunatarajia kuona kwamba yote tuliyopendekeza yamewekwa katika bajeti bila tashwishi lolote. Mr. Temporary Speaker, Sir, the normal decorum – I am sure Sen. Murkomen know this – is that these amendments have been brought in through the Leadership of this House by the Committee. Therefore, we have a mandatory opportunity and responsibility to listen to the contribution of the Members, so that we may be able to make it. Thank you Mr. Temporary Speaker, Sir. I will be extremely brief. I think the essence of this National Health Insurance Fund (Amendment) Bill of 2021 is to establish the Fund. That is why the title of the Bill is long, but it captures the main elements of this Bill.
