  • 10 Feb 2022 in Senate: highest potential prices that are required for communities and groups so as to attain their potential. What does that mean? It obviously means that it will increase the earning capacity of those groups. This will kill out the handouts culture, which has become an endemic in our society. When people have incomes, which are predictable and flowing in their pockets, it is quite clear that they will have to depend on their labour and economic welfare within that group. This is the only way they can achieve their goals. The second element of success maybe that they may bring up ... view

  • 10 Feb 2022 in Senate: they do? They can come together and form groups. Those with Information Communication Technology (ICT) potential, skills potential and they become the seedbed of incubation centers at the ward development level. These then become centers of outsourcing by some of the international companies. There are some international companies from USA and Canada among other areas who are now relocating their services to developing countries because of the potential of ICT prowess that exists and is available in those areas. You are also able to promote young graduates from technical and vocational training centres who can pull together their human capital ... view

  • 22 Dec 2021 in Senate: Asante sana Bw.
Nawasihi wanasiasa ... view
  • 2 Dec 2021 in Senate: Mr. Temporary Speaker, Sir, the normal decorum – I am sure Sen. Murkomen know this – is that these amendments have been brought in through the Leadership of this House by the Committee. Therefore, we have a mandatory opportunity and responsibility to listen to the contribution of the Members, so that we may be able to make it. That does not reduce the purpose of the Bill before this House. It is up to the Members to decide today. From my view point, from the nature of suffering of Kenyans in paying medical bills and other expenses, there is a ... view
  • 2 Dec 2021 in Senate: Mr. Temporary Speaker, Sir, I thank you for giving me the opportunity to also contribute on this Bill. Whatever is being said on the Universal Health Care (UHC) system in this country is captured in Clause 2 of the Bill which provides for a long title for this Bill. In fact, it is a summary of what is contained in the entire Bill. This is an Act of Parliament to provide for establishment of the National Hospital Insurance Fund (NHIF). The second aspect of the Bill is to establish the National Hospital Insurance Fund (NHIF) Management Board. This is the ... view
  • 2 Dec 2021 in Senate: Thank you Mr. Temporary Speaker, Sir. I will be extremely brief. I think the essence of this National Health Insurance Fund (Amendment) Bill of 2021 is to establish the Fund. That is why the title of the Bill is long, but it captures the main elements of this Bill. This is a Bill; an Act of Parliament to provide for the establishment of a National Health Insurance Fund (NHIF). Secondly it is to establish the NHIF Management Board. Thirdly, to provide for mechanisms of contribution to and payments of benefits out of the Fund and for connected purposes. During the ... view
