  • 26 Mar 2019 in Senate: It is, therefore, important that right from the word, go, before and during the mapping or the resource, the local community must be fully informed what is obtaining in that natural environment where people reside. If there is something of value, they must know the quantities of those values right from the word go so that we minimise the frictions that are likely to arise from the community. view
  • 26 Mar 2019 in Senate: This is critical when we are exploiting these resources. For instance, in the Tabaka Industries, which can bring in enormous resources, not only to Kisii County and the communities around Tabaka, South Mugirango and the neighbouring areas, but it will also benefit those who are exploiting that resource from that region. It is this compost that is solid agreement and an arrangement between the national Government, the county government and the local communities that will help to enhance this process. I get worried when we talk about industrial fishing. When you come within the nautical miles of our fishing rights ... view

  • 26 Mar 2019 in Senate: of revenue sharing once we have those things. There are also issues of royalties and how to oversee the administration of the funds. That is why it is important that everybody knows what is in that kitty. What has not been said is who audits these funds at the end of the day. How do we get to know that this is really what went to the fund at the end of the day? This is a critical issue that we need to put on board when this Bill is finally at the Committee stage. Those are the areas that ... view

  • 26 Mar 2019 in Senate: Clause 14 is on the national resources royalties that shall be vested in the Commission. I have already talked about the role of the Commission and how these resources, once they have already been put there, who is going to audit them at the end to determine how much went to so and so, and everything else? Otherwise, I support this Bill in its entirety, because it will add value to how the communities will participate in the revenue sharing. First of all, they will participate in the raising of the revenue through their own natural resources within that community. ... view
  • 20 Mar 2019 in Senate: Thank you, Madam Temporary Speaker. I also want to lend my voice in support of this Bill. It has come a long way. We have had a lot of consultations and I want to thank Sen. Kang’ata and the Chair of the Committee on Finance and Budget for making innovations on this Bill. Looking at its present form, this Bill intends to achieve three elements. The first element is the equitable growth in the wards which has been missing. The second element is providing a mechanism of selection of projects and the third element is re-enforcing the oversight mechanism so ... view

  • 20 Mar 2019 in Senate: what you call a semblance of public participation. When I say semblance, they literally handpick a few market centers and gather professional commentators who follow them from one market center to another. In the end, it is deemed to have been passed through public participation. The new Bill is going to focus the attention of the ward to its immediate needs. So, that is one element that is going to be cured by this Bill. I would like to see a situation that the County Integrated Development Plan captures in priority areas in every ward and at the county level. ... view
  • 20 Mar 2019 in Senate: Let me move on to annual development plan. Again, in a similar manner, I expect that the county assemblies, through their wards, will take an active role in establishing priority programmes that are required in their wards. That way, when this Bill is finally passed, what they should be watching for is that the resources are allocated equitably within the framework of the fiscal strategic plan. Without that consideration, it becomes very difficult. You reduce the ward representative in trying to persuade the executive to give them a project. Therefore, they end up being at the mercy of the executive. ... view
