Mr. Temporary Deputy Chairman, Sir, I would like to seek your indulgence. I want to understand the implication of this amendment, because the earlier amendment by the Minister did include bursaries, among others. If it is not specified as bursaries, then I think we are in a lock-jam and I need to be advised accordingly.

Madam Temporary Deputy Chairlady, as the Minister for Education, I am privy to many issues and problems of students who must get money from their parents and, invariably, because of the way students are, it is very risky for parents to send a lot of money to them. Therefore, they are required to open accounts, into which parents remit money at the end of every month. So, if we do this under this law, we will be criminalizing the opening of an account. Mr. Temporary Deputy Chairman, Sir, while I do not dispute what the Chairman of the committee is saying, could he then be able to tell us the difference between 34B(1)(a) and (b)? That is because (a) talks of serious violation of the Constitution or of this Act and (b) is a mere repetition of the Constitution and therefore, becomes superfluous, like Mr. Orengo did say earlier on.

For the first time, the powers and responsibilities of the police force and the administration police have been clearly spelt out.
