(a) Yes, I am aware of the understaffing situation experienced in primary schools all over July 17, 2008 PARLIAMENTARY DEBATES 1935 the country which currently have a shortage of over 47,000 teachers. (b) The Government has set aside Kshs1.5 billion for the recruitment of 6,000 extra teachers this 2008/2009 Financial Year. This figure is an addition to another 8,139 teachers who will be recruited to replace those who have left the service due to natural attrition. The 14,139 vacancies will be advertised this week on Sunday. view

Members of this House in order to assist us in the actual recruitment of teachers whose guidelines are being issued today. Those guidelines will require that the District Education Boards (DEBs) be in a position to assist in the recruitment of teachers transparently. We do not want any influence.   • 17 Jul 2008 in National Assembly: Mr. Speaker, Sir, indeed, the recruitment exercise has taken into account the recent debacle where most teachers either shifted from one area to another. We have been able to draw a chart that indicates the actual shortage of teachers in every district. I would like to give you a few examples. Unfortunately, for Mr. Chanzu, Vihiga District has only 441 slots.   • 17 Jul 2008 in National Assembly: Mr. Speaker, Sir, as the old adage says, "A loaf in hand is better than none." So, we have intern teachers who will be employed for two years. They will earn whatever they will earn, but after two years, they will be assured of being absorbed in the mainstream employment opportunities. The current Budget does not allow me to employ more teachers other than the additional 6,000 teachers that have been provided for in the Budget. There is no way I can change the ceiling provided by the Ministry. view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, the truth of the matter is that the hon. Member is right. I actually answered this Question last week. The figure he is disputing is one which he has not read properly. He gave me a figure indicating a shortage of 250 teachers. However, I told him that the shortage was 167 teachers. In addition, I indicated to him that if he looked at the primary sector, there was an over-establishment of 63 teachers. So, we will be able to apportion the number of teachers after rationalising how much shortage we have in every district. The recruitment will be done at the district education level.   • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, employment has no restriction for any Kenyan. However, since it is being done at the district level, all officers are required to ensure that all teachers from those areas are catered for along with other Kenyans. view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, I am aware that there are 154 new districts. Accordingly, in distributing the available slots, we have considered each district. It is not possible to consider each constituency. I am also aware that some constituencies are lucky, because they are both a constituency and a district. Accordingly, in distributing the slots available for recruitment, that factor will be taken into account. So, there will be no undue advantage given to anybody in this recruitment exercise. view
