One of the most important aspects of this Bill is decentralization of health facilities to the village level. Therefore, no wonder in the preamble of this Bill, there is the element of villages as the County Executive may from time to determine depending upon the nature and the requirement of the health facilities required at that village level. view

Even if the Level One hospitals are within a given locality, the distances between that facility and the villages dotted around that level one facility may be the limiting factor in the delivery of health services.
