First and foremost, let me put it on record that you, Madam Deputy Speaker and I, were in the Standing Committee on Education and we were able to shepherd through this Bill. We saw it as an important Bill because at the establishment of the Fourth Schedule of the county governments, the early childhood education was totally neglected under the Basic Education Act. In any system that is set up, you must put what you call quality assurance in terms of running a system, create structures and generate policy guidelines.
