In that Constitution, the Bill of Rights is heavily entrenched, and several sections in that Bill that forms the platform of the basis upon disputes may arise, upon which either courts will resolve those disputes or the other mechanisms that can be looked at upon to resolve those disputes. In respect of the Bills, the Committee considered one Bill; the Kenya Sign Language Bill (Senate Bills No. 15 of 2019). The Committee visited Mulango Vocational Training Centre (MVTC), South Eastern Kenya University (SEKU) and St. Michael’s School for the Deaf (MSD). Among the key findings was that there was need to sensitize all stakeholders on the new Competence Based Curriculum (CBC).
