  • 3 Apr 2019 in Senate: gap is the issue of assets and liabilities. Many ordinary people know where the assets of the county reside. Many of the people at the county level know that a particular parcel of land in a particular market is a county resource or property. Through dubious means, that property is seized and taken away. The only way you can update your assets and liabilities record is through the participation by people in that area. If this is enhanced, I am sure we will have almost near perfect record of assets and liabilities in our counties. view
  • 3 Apr 2019 in Senate: At Pumwani, for instance, there are some pieces of land lying fallow; they belong to the County Government of Nairobi City. The public around there know about them but the smart ones already dupe them otherwise. This is where we find a lot of cheating, squandering and acquisition of property that belongs to the county government. We agreed that there has been a lot of wastage particularly as it relates to a Clause 18(1). Obviously, if the Senate is not involved, the kind of squander you have already seen elsewhere is going to be very rampant in every county. We have, for instance, gone through the fiduciary risk of all the 47 counties. It is amazing that some of the counties have attracted adverse reports or disclaimers.
