This is because the people I represent including the more than 50 per cent who are women, do not want more representation. They are looking for better representation, improvement of roads and provision of water. They are saying that they have a President, Deputy President, Governor, Deputy Governor, Senator, Women Representative, Member of Parliament, Members of County Assemblies (MCAs), Ward Administrator and Sub-county Administrator. Instead of saying the route to resolve the gender issue is getting more Members of Parliament in this House or in the other House, I would rather we reduce the numbers so that we raise the number of women. He has come up with a very good idea which is very important for this country, but because of the failure by the Departmental Committee on Agriculture, Livestock and Cooperatives to carry out its work, we are purporting ulterior motives on him.   • 19 Oct 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also wish to begin by commending this initiative by Hon. Mwinyi. As a lawyer, I have interacted with many people who have used this document called the “P3 Form”. For avoidance of doubt, the person we are discussing here is a person who has been involved in an accident. He goes to a police station where the document is supposed to be given free of charge after reporting about the accident or the assault.   • 19 Oct 2016 in National Assembly: The other nightmare for these victims is to get medical doctors going to court to give evidence. I have consulted my colleague, Hon. Mwinyi, and we have agreed that I will move an amendment to indicate that the appearance of the doctors who complete the P3 Forms in court should also be free of charge. Most cases collapse when doctors fail to appear before court when people are unable to meet their fees to appear before court. This is in civil cases, say, accidents and in criminal cases, say assault. This is an important Motion and we should support it. ... view

If the Government is able to give free maternity services, it surely can afford to assist these victims. As the earlier speaker indicated, this is part of the justice system. If we start by putting roadblocks by asking people to pay for these services, then the whole case will collapse. I am gearing up to propose amendments. All forms of insurance are Takaful in the sense that it is many who pay subscription and contributions so that when one of them is exposed to losses, the claim is paid from the monies that have been paid by others. It is not a very big departure from the ordinary insurance.   • 25 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I want to comment on the first Petition by Hon. (Dr.) Humphrey Njuguna. The issue of squatters has bedevilled this country for a long time since massive populations were displaced by the colonialists. Attempts by the Government to resolve these issues have been half-hearted. This is because several decades later, the problem is still prevalent. What Hon. Njuguna has presented today is replicated across many areas in this country. Whereas we have a law on how to deal with squatters, it is not comprehensive and neither are those provisions applied.   • 25 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to contribute on this mediated version of the Energy Bill. I have seen the original clause that is clearly ambiguous. Because of the constitutional deadlines, we will have to pass this law. I encourage committees and this House to look at some of these provisions. I have issues with the proposed agreed version, which says that one person shall be nominated from the KEPSA. I have issues with such laws.
