  • 30 Mar 2016 in National Assembly: Clause 15 says that even if it is a first registration, and it was fraudulent; if it is discovered that there was a misrepresentation and the land was acquired illegally, the court can cancel that registration. If somebody says that they are going to oppose the entire law, I do not know what they mean. Hon. Temporary Deputy Speaker, we have other provisions.   • 29 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I also rise to support this amendment. It brings in two very important provisions. First, private health providers cannot lock out regulators from finding out what is happening in their institutions. Second, it requires the providers to give emergency treatment to people, who require it, without first of all asking for payment and follow up under the regulations later. view

  • 16 Mar 2016 in National Assembly: Hon. Temporary Deputy Chairman, I also rise to support the proposed amendment. In the recent past, we have had experiences of rogue boards and we need to rein on them. If you remember what the Judiciary and some of the other funny boards that we have been having were doing, it is important we stop them abusing certain powers that they have. If you go to the next provision, if there is necessity for something very special, there is provision that they can summon a meeting to deal with that but they will have to give an explanation. If we reject this particular further amendment by the Vice- Chair, we will have challenges with the amendment that we will be dealing with from Hon. Okoth because of ambiguity. Please, the business of putting so many people in these public bodies is going to finish this country. We are moving towards reducing and not adding numbers. view

  • 3 Mar 2016 in National Assembly: I also rise to oppose the proposed amendment. Hon. Okoth has some good intentions. The mischief is in deleting what is there. What he has given is not an alternative to what has already been given. The current provision says that in case a board member is appointed irregularly or there is a problem, the proceedings of that board should not be nullified merely by that. That is not what he is addressing. He should have brought a different clause and not delete this particular one.
