  • 5 Aug 2014 in National Assembly: Hon. Temporary Deputy Speaker, thank you for giving me this opportunity to contribute to this debate. Let me begin by saying that it has been a travesty of justice that the people of the former Coast Province have stayed for all these years with all this land and the successive governments have not made attempts to survey, demarcate and allocate them their land. I think it has been very unfair and the current Government, if there is one thing that they are going to do to, at least, is to give redress to those poor people and allocate them that ... view
  • 5 Aug 2014 in National Assembly: I fully support the move by our President to initiate the revocation of the land that was grabbed by those amorphous fellows, some of who we do not even know. The reason that it is only seven out of the 22 companies we can trace the directors is because the land has been grabbed by the people who were in a position to influence allocations when it was allocated. That is basically the reason and everybody was in touch with what was happening in this country at the tail end of the last Government knows that the mandarins The electronic ... view
  • 5 Aug 2014 in National Assembly: in Ardhi House - from the very top - used to scout around for un-allocated Government land, any expired lease and the then Minister and the Commissioner for Lands were allocating themselves and their buddies that particular land. It is common knowledge and I do not think we need to hide this. view
  • 5 Aug 2014 in National Assembly: The other thing is that when it comes to the issue of land, this House and all other leaders should move very carefully. Looking at the law, the Government of the day had power to allocate land but there was a procedure, including that the Government was supposed to gazette the land that was un-allocated. It was even supposed to auction land if it was not occupied by the communities. That never used to happen and people who were occupying land would wake up one day or be woken up one day by bulldozers chasing them away from their shanties. ... view
  • 5 Aug 2014 in National Assembly: Hon. Temporary Deputy Speaker, last Friday, I was in Mombasa for the business of this House - Departmental Committee on Labour and Social Welfare - and some people who knew me as an advocate dealing with land cases approached me. What they told me is that they wanted me to help them get land that they were occupying since 1960, where the landlord was absentee. The owner was an absentee landlord. But what shocked me is when they told me that they have tried to approach the National Land Commission (NLC) to get assistance, but the NLC has asked the ... view
  • 30 Jul 2014 in National Assembly: Hon. Speaker, I also rise to support this particular Motion. I have had a look at this list and also the competencies listed in the Report and I believe that the Committee did a good job. I did not know that Members of Parliament can do a good job when it comes to recruitment as a Committee charged with the responsibility of recruitment. Our Departmental Committee on Justice and Legal Affairs has done a good job. I am happy about the regional balancing; 14 counties out of the 47 counties in a tricky situation is a good mix. I have ... view
  • 30 Jul 2014 in National Assembly: It is important that we look at the budgetary constraints that hampered the work of the earlier Commission. This House, currently, has the powers to hold the knife and share the cake of this country. Let us look at the merit of the budget sharing and ensure that commissions like this one are given sufficient resources to carry out the duties we have tasked them with. I support this Motion and I do urge the President that when the names reach him, he should create this Commission sooner than later. view
  • 23 Jul 2014 in National Assembly: Hon. Deputy Speaker, the Chair says that investigations are being carried out, but the very same Commission that committed these irregularities is now claiming to be investigating its conduct. Two, could he indicate to us whether there is an independent body that is going to carry out investigations? Is his Committee aware that when it comes to corruption, it is very difficult for people to come out and say that they gave money or that they received money? The investigations should be carried out by an independent body. Three, when he says that they have requested that the reporting date ... view
  • 22 Jul 2014 in National Assembly: Hon. Temporary Deputy Chairman, I rise to support the amendments brought by the Chairman of the Departmental Committee. I would like to seek your direction on Clause 9(2). As proposed, this clause is completely wrong because the provisions that it is attempting to amend are in Clause 9(3), and not Clause 9(2). view
  • 22 Jul 2014 in National Assembly: My apology, hon. Temporary Deputy Chairman. I was addressing the Crops Act, and not the other one. view
