  • 8 Jun 2017 in National Assembly: Thank you, Hon. Speaker. I have heard the points raised by my two colleagues. They have not cited any Standing Orders. If I am right, the only legal requirement we have for committees to deal with this sort of issue is under Article 114. That is the only requirement. It would have been much better and in order for further funds to be debated by the various committees but the law and Standing Order No.1 recognise that sometimes issues arise urgently. Remember these are not ordinary times because of the general election as well as the fact that Parliament is ... view

  • 30 May 2017 in National Assembly: Thank you, Hon. Chairlady. I personally do not like the betting habits and business in this country. But I will not support any move that intends to kill an industry just because we do not like it. I am a Member of the Departmental Committee on Labour and Social Welfare that prepared a report on this area. What happened is that those particular proposals and provisions are not based on any research or consultation at all. They are punitive and are actually meant to kill the industry. Recently, as Members of that Committee, we visited the headquarters of betting in ... view

  • 2 Mar 2017 in National Assembly: Thank you, Hon. Speaker. I rise to support this Bill. As has been indicated, we raised various relevant and pertinent issues yesterday on this Bill. I only hope that when this money reaches various Government agencies that are supposed to spend it, they should do so wisely, economically and without any wastage. They should also do it expeditiously so that we do not have the issue of absorption at the end of the financial year. That way, Kenyans will receive the services that they elected this Government to render. I support. view
  • 1 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I also rise to support. My concern is that every time we reduce taxation to traders, it does not trickle down to the consumers. We need to come up with a system of monitoring. If we give tax rebates and the traders do not cascade that to the consumers, we must raise it again. Thank you. view

  • 1 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I support that amendment. People who borrow from banks are made to go through a lot of documents, many of which are in small print. With the banks now venturing into insurance and insurance agencies, it is only safe that this small person called the borrower be secured from that monster called the big bank. view

  • 1 Mar 2017 in National Assembly: Thank you very much Hon. Temporary Deputy Chairlady. I rise under Standing Order No.133(5) which reads: “No amendment shall be permitted to be moved if the amendment deals with a different subject or proposes to unreasonably or unduly, expand the subject of the Bill, or is not appropriate or is not in logical sequence to the subject matter of the Bill.” view
