  • 21 May 2013 in National Assembly: I want to be very categorical that that the National Government has no business at all operating businesses in the agricultural sector. Under Schedule Four of the Constitution, where the functions of the National Government and those of the county governments are listed, it is clear that the only roles that the National Government has in the agricultural sector is policy formulation. Anything like growing crops is left to the county governments. Therefore, it will be very difficult for anybody to justify opposition to this Motion. Those opposing the Motion should probably propose some amendments so that we can do ... view
  • 21 May 2013 in National Assembly: Hon. Deputy Speaker, I recognise the fact that the county governments may not have the capacity to run these entities. In fact, it would be illegal for these entities to be passed on to the county governments as they are because a number of them were established under a national law. They have to be disbanded and their activities handed over to the counties. So, my simple reading of the law is that it is just a matter of time before the functions of these parastatals can be given to the county governments. We have no business saying that they ... view
  • 15 May 2013 in National Assembly: Hon. Speaker, Sir, I rise to support the Motion and thank the Mover, hon. Farah, for bringing it to the House. My comments are that it is true that farmers keep on suffering due to persistent drought. I would wish to urge the Government to widen the scope of livestock insurance to include other areas where livestock rearing as well as crop husbandry take place. Where I come from, in Kipipiri, Nyandarua County; we have perennial problems with crops. Therefore, that is an area where the Government should consider taking care of by way of insurance and training of farmers ... view

  • 9 May 2013 in National Assembly: Hon. Chairlady, I wish to withdraw the proposed amendment on the basis that when we were here yesterday, many Members were complaining that we do not have enough time to consult and research on this Bill. After consultation and a bit of research, I confirmed that the provision that I was introducing has been taken care of by the Public Finance Management Act, Section 109(8) which is very clear. It states that any unutilized balances in the County Revenue Fund shall not lapse at the end of the financial year but shall be retained for the purposes for which it ... view

Hon. Chairlady, as I did in relation to Clause 4, upon further perusal of the Public Finance Management Act, I have discovered that Section 205 of the Act, specifically sub- section 4 takes care of what I had proposed, that is “the regulation shall not take ... view
