Hon. Temporary Deputy Chairman, I thank you. When the Committee was considering this, we did not want the CJ to make rules without consulting the presiding judge of the High Court. The CJ was going to make rules that concern the judges of the High Court. We, therefore, wanted the CJ to get the input of the presiding judge so that he does not just make rules with some people that do not concern the High Court.
