Temporary Deputy Chairman, I beg to move:- THAT, Clause 40(1) be further amended by deleting the words “in consultation with the Principal Judge” appearing after the word “may”. The provision will now read as follows:- “The Chief Justice may make rules generally for the effective organisation and administration of the High Court.” view
• 12 Nov 2015 in National Assembly: I thank you, Hon. Temporary Deputy Chairman. Nothing prevents this House from making it clear that it is the CJ who will make rules. We want to hold him responsible. We want one centre of power. We do not want a committee which we cannot deal with. Once these regulations are made, they will not be brought to the Departmental Committee on Justice and Legal Affairs. The rules will be taken to the Committee on Delegated Legislation, where Hon. Kaluma is a member. The Committee will examine whether those rules are in consonance with the main Act. view

The Chief Justice shall, within six months of the judges of the Court. commencement of this Act, prescribe the code of conduct applicable to a judge of the Court. We are seeking to ensure that the CJ promulgates a code of conduct within six months upon the coming into force of this legislation to ensure that the integrity of the judges is governed by a code of conduct.
