  • 30 Jul 2015 in National Assembly: On a point of order, Hon. Deputy Speaker. I rise on a point of order pursuant to Standing Order No.83 as read together with Standing Order No.91. This matter came up yesterday on the Floor of the House. It was raised by Hon. Chris Wamalwa. view
  • 30 Jul 2015 in National Assembly: It is not my voice that is low, Hon. Deputy Speaker. The volume on the microphone is low. This is a matter that was raised yesterday by Hon. Chris Wamalwa, the Member of Parliament for Kiminini, with regard to the investigations that were said to have been undertaken in his constituency that appeared to be targeting him with the intention of intimidating and frustrating him in his constitutional function as a Member of Parliament (MP). I took it upon myself, as I undertook yesterday, to discuss with the Ethics and Anti-Corruption Commission (EACC) just to find out whether they have ... view
  • 30 Jul 2015 in National Assembly: To support that, I have been given letters that have been written to all these offices. One of the sample letters that was received by the Hon. Member for Kiminini, Dr. Chris Wamalwa, was dated 24th July 2015. A similar letter went to the CDF Accounts Manager in Cherangany Constituency in Kitale and it is also dated 24th July 2015. A similar letter went to the CDF accounts managers in Kapenguria Constituency and Tharaka Nithi County and to the Governor of Isiolo. It also includes governors. It is not restricted to one particular constituency. What they are undertaking is purely ... view
  • 29 Jul 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I am disheartened to hear that my very good friend, Hon. Chris Wamalwa, the Member of Parliament for Kiminini, has been traumatised by officers of the EACC. It is unfortunate if the EACC is pursuing Members on the basis of their democratic rights to move Bills and amendments in this House. What I can tell Hon. Wamalwa, as the Chairman of the Departmental Committee on Justice and Legal Affairs, is that we met the EACC on Tuesday and we impressed upon them that investigations should be above board. There should not be cards under the ... view
  • 29 Jul 2015 in National Assembly: What I would like to assure you is that we will take it up with the EACC. We do not want EACC to harass you on the basis of an amendment which was passed by all the Members. Some Members may have opposed it but it was passed by the majority. You were just a conveyor belt, so to speak. You were just representing the view of the majority. view
  • 29 Jul 2015 in National Assembly: For someone to harass a Member of Parliament, it is uncalled for, unacceptable and it will be resisted by my Committee. It will not be accepted. So, I would like to assure you that if that is true and you feel that you are being intimidated, please come to our Committee and we will deal with it accordingly. I would like to assure you that there is no Member of Parliament who should be intimidated by the EACC. In any event, the EACC receives funding from this House. It does not receive funding for purpose of intimidating or harassing any ... view

  • 29 Jul 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. First and foremost, I want to take this opportunity to thank every Member who has contributed to this debate, which has been extremely robust, for their comprehensive understanding of the proposed law. Once this Bill is passed, it will greatly enhance the environment of doing business in this country. This Bill has been aligned with the UNCITRAL law, that is, the law that regulates commerce in the United States. So, this is a very modern legislation. It has come at such an opportune time when there has been a lot of interest ... view
  • 29 Jul 2015 in National Assembly: least Kshs5 million share capital will have a company secretary. We wish to reduce that threshold to at least Kshs1 million so that we can allow company secretaries to continue practising. With those comments, Hon. Temporary Deputy Speaker, I beg to move. view
  • 29 Jul 2015 in National Assembly: I thank you, Hon. Temporary Deputy Speaker. As you have correctly mentioned, there are a number of Members who have proposed amendments. The ones I have taken note of are Hon. Gumbo, Hon. Nassir and other Members. I would request if it is possible to have bilateral or multilateral arrangements so that we can consolidate the amendments. We have discussed with the Leader of the Majority Party and we are hoping that next week on Tuesday, if possible, we can move the Bill to the Third Reading so that we conclude with it. As a very able Member of the ... view
