Hon. Deputy Speaker, there are 11 Luhyas commissioners in all the commissions, 11 Kamba commissioners, six Kalenjin commissioners, six Kisii commissioners and six Somalis. We considered the population as has been set out.

Hon. Deputy Speaker, the composition of Kikuyus in this country is 22 per cent. If you calculate the number of Kikuyus and Luos who are here, the Luos are more than their percentage in the population. If we were to consider it, we should reduce the number of Luos in the commissions and add to the Kalenjins, who are fewer.

Thank you, hon. Deputy Speaker. There are a lot of pleas here that this is a very important Procedural Motion and I stand to Second in light of the very important Motion that is contained in Order No. 9. I totally agree with hon. Mbadi, who has just mentioned that the next Order is very important. As the Greek philosopher, Socrates said, “The unexamined live is not worth living.” So it is important we examine our lives as we debate the State of the Nation Address by the President. I second.

I thank you hon. Speaker for your consideration. As a Committee, we met until very late. So, when we were preparing the Report, we were a little bit delayed. However, I thank you very much for giving me this opportunity to lay the Paper.
