As you know, the National Gender and Equality Commission was part of the Kenya National Human Rights and Equality Commission under Article 15. In fact, confusion was created when this matter was referred by mistake to the Departmental Committee on Labour and Social Welfare with respect to vetting, but this is a commission on human rights. The Committee did liberate on this objection by His Excellency the President and, indeed, it did table its Report in the House on 23rd October, 2014. This Report is found in the Table Office, Room 8. The Committee deliberated on the rejection by the President of Clause 62 (1) with amendments to remove the word “executive responsibility”. We did concur with the President.
