Most of the Members of the Committee are aware that we had the Attorney-General. One of the issues was settling all the outstanding claims that have been awarded by courts. We have agreed with the Attorney-General that we will look for a mechanism of ensuring that various Ministrys’ budgets incorporate all court awards that have not been appealed against, or in respect of which appeals have reached conclusion. Kajuju, who is a member of Justice and Legal Affairs Committee, under Article 133 of the Constitution--- In fact, the Advisory Committee which includes the Attorney-General and the Cabinet Secretary for correctional services - I am assuming that because the Attorney-General is first mentioned--- Really, this is what this Committee should be doing. I want to move this amendment, but noting that this is a very critical thing, I agree with the tenor of the amendment, but not the procedure. The Senate is seeking to smuggle in an ordinary amendment into a Special Bill which is contained in Article 111 while an ordinary amendment is contained in Article 112. view
  • 19 Aug 2014 in National Assembly: The amendment of the PFM Act is ordinary. We agree on the tenor of the amendment that we need to bring discipline in the county assemblies. We know that people have even created positions including that of minority where the entire assembly is composed of one party so that they can make money. view
