Merry-go-rounds are also exempted in this Bill. Merry-go- rounds are not so popular in this House and that is why many Members are not listening. They are exempted from the purview of this law. Employees within a company have merry-go-rounds where they raise money for themselves. That will not be included in this Bill. It is expressly exempted from the application of this law.

That is in the Election (Amendment) Bill and it is for a period of six months. I know there is a proposal in the offing that seeks to extend the period to eight months. This is a permanent one so that during your tenure as a Member of Parliament, you will not be allowed to participate in fundraisings, unless you do so ...

The Bill, in Clause 24, seeks to outlaw corrupt tendencies or practises by Members of the Executive Committee both at the national and the county level. That includes soliciting for monies for them to perform their functions. It criminalizes such activities by outlawing it and making such conduct and behaviour criminal. Anyone who will be found guilty will be charged and sentenced for a period of about five years, depending on what the court decides. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.
