  • 29 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise pursuant to Standing Order No.83 in support of the Leader of the Majority Party. You know, when he speaks, he gives the Government’s position. It is unfortunate that there is somebody in the Government who can oppose the Leader of the Majority Party of the National Assembly. The issues that the Leader of the Majority Party has raised, and he needs to listen to me--- view
  • 29 Mar 2017 in National Assembly: Do not bother about that party leader who has no presidential candidate. I do not know why you are concerned about somebody who has no presidential candidate. view
  • 29 Mar 2017 in National Assembly: Hon. Temporary Deputy Speaker, he has just left. The Leader of the Majority Party has raised the issues on behalf of the Jubilee Government. As you know, the Governor of the CBK is an appointee of the Jubilee Government. He must always act in consultation with the Leader of the Majority Party, if he intends to purport to exercise any legislative power or authority that has not been conferred on him by the Constitution or any other law. The law is very clear. Article 2 of the Constitution states that no person may claim or exercise State authority except as ... view
  • 29 Mar 2017 in National Assembly: We also represent those special people. What we want to tell the CBK Governor in clear terms is that we are not complaining about the fact that he has reduced the amounts of cash we can remove from financial institutions or deposit on a daily basis. That is beside the point. As the representatives of the people of Kenya, we can pass it. However, if the representatives of the people are uncomfortable with the regulation, we cannot pass it. We know the genesis of this rule. This is a rule which is being imposed on us from outside the country. ... view
  • 29 Mar 2017 in National Assembly: Hon. Temporary Deputy Speaker, is it, therefore, in order for the CBK Governor to purport to exercise legislative authority, which is only conferred to this House? He is pretending that he can come up with a memo that has the force of the law. We want your ruling on this matter. view

  • 28 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I stand pursuant to Standing Order No.83. Is it in order for my very good friend to claim that he knows that there are some people who have stolen from his county and yet he has not reported that to the Ethics and Anti-Corruption Authority (EACC)? I am the Chairman of a Committee that oversees the EACC. He ought to have been the first person to report. You do not require any appointment to go to the EACC, a police station or any office of the Directorate of Criminal Investigation (DCI). If he has ... view
  • 28 Mar 2017 in National Assembly: You know, just as I do, there is something called private citizens arrest. In fact, I expected him to have arrested the person he is talking about. He should not even be walking around. He is under constitutional duty to arrest such kinds of people who he knows have stolen. He is talking about that with a lot of clarity. I am a little sympathetic to him because he is aware of thieves in this country. I have said I have a lot of respect for him and I know the reason. He knows his party leader is my very ... view

  • 16 Mar 2017 in National Assembly: Thank you, Hon. Speaker. I rise on a point of order under Standing Order No. 83. We have just been reading from the public domain that the Auditor-General is claiming that he cannot appear before any of the committees of this House. Will I be in order to ask you whether the Auditor-General is in order to intimidate Parliament when he knows Article 95 of the Constitution gives us the role to oversee anybody? I do not want to say “goats”, but any living being with knowledge and who can speak like we do. The Auditor-General is a creature of ... view
