  • 16 Mar 2017 in National Assembly: I am on a point of order, Hon. Midiwo. I am not debating. I have risen on a point of order on a serious constitutional issue. view
  • 16 Mar 2017 in National Assembly: Hon. Speaker, I agree. I only speak through you. You know Hon. Midiwo is my good friend and so, he thinks that we are in a fellowship because we normally meet every Wednesday. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 16 Mar 2017 in National Assembly: Hon. Speaker, the Auditor-General is quite aware that he was investigated by the Ethics and Anti-Corruption Commission (EACC). The EACC is overseen by the Departmental Committee on Justice and Legal Affairs. We can invite the EACC to tell us why the Director of Public Prosecutions (DPP) did not charge him and he will appear before us. view
  • 16 Mar 2017 in National Assembly: Hon. Speaker, I am giving a factual position as the Chairman of the oversight committee on EACC and DPP. Hon. Speaker, people should be very careful. When you hold a public office, you represent people. I am elected to represent the people of Ainabkoi. Hon. Midiwo is elected to represent the very many professors in Gem Constituency. view
  • 16 Mar 2017 in National Assembly: We come here as a conglomeration of all Kenyans who want to know the truth of this matter. But you cannot go shouting and telling people that you do not care about what Hon. Midiwo thinks. It is so unfair for people to demean Hon. Midiwo and the people he represents. We expect the Auditor-General to carry himself with decency and courtesy to this House. view
  • 14 Mar 2017 in National Assembly: Hon. Speaker, I beg to move the following Procedural Motion: THAT, pursuant to the provisions of Standing Order 120, this House resolves to reduce the publication period of the Elections Laws (Amendment) Bill (National Assembly Bill No. 10 of 2017), from fourteen (14) to twelve (12) days. Without going into the merits of the Bill, I would like Members to know that the gist of this Bill is to provide for jurisdiction of the petitions to be filed by Members of County Assemblies (MCAs), Members of Parliament (MPs), Senators and Governors. This is as a consequence of a meeting we ... view
  • 14 Mar 2017 in National Assembly: We agreed that it is important and needs to be passed fairly quickly so that we can address the issues which will arise in 2017. As an overview and to let the Members know, we are seeking to provide that the petitions with regard to MCAs will be filed at the Magistrates’ Court. That is because sending them to the High Court will just clog it. So, we want to unclog the High Court from the petitioners. You know there are very many people who are vying for MCA seats across the country. In my own county, we have almost ... view
  • 14 Mar 2017 in National Assembly: I have moved. I was just saying this because I was not given an opportunity and as the Chair of the Departmental Committee on Justice and Legal Affairs, we were meeting the Judiciary this morning and I have expressed our disgust. This is not the first time they have done so. They did this to us the last time when the Departmental Committee on Justice and Legal Affairs brought a report here which led to the appointment of a tribunal to investigate Members of the Judicial Service Commission. I have told them that if we were to use our supervisory ... view
  • 2 Mar 2017 in National Assembly: I second. view
  • 2 Mar 2017 in National Assembly: Thank you, Hon. Speaker. I have been destabilised by the objects that are moving in the House. They are used for certain purposes which are not to be mentioned in this House. I rise to second the Motion for the re-committal of the Retirement Benefits (Deputy President and Designated State Officers) Act No.8 of 2015. The reason is that yesterday when we moved the amendment at the Committee of the whole House, there was some little bit of confusion with regard to the Deputy Chief Justice (DCJ) and the Chief Justice (CJ). The reference was made to those who retired ... view
