If he had cared to read newspapers which I hope he does, he should know that the Departmental Committee on Justice and Legal Affairs has already filed a report. We conducted public hearings and we have a report that is duly filed. Hon. Speaker as you know, anyone can bring any Bill to this House. Article 117(1) of the Constitution is very clear.
