Report of the 8th Ordinary Session of Forum of Parliaments of Member States of the International Conference on the Great Lakes Region (FPICGLR), 5th – 7th December, 2017, Central African Republic. view

  • 20 Feb 2018 in Senate: Mr. Speaker, Sir, we have been recruiting in the same way since Independence and even after Independence. Could the Chairperson find a way to have continuous recruitment which in modern sense does not discriminate anybody? To add on what Sen. (Prof.) Ekal said, some of those markings that he talked about indicate that one is a brave man. They should help in recruitment or make one to be recruited faster because the person has already shown that they are brave. view
  • 20 Feb 2018 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity to support this Bill and join the rest of my colleagues who have already spoken on it. A lot has been said that would increase our irrigation techniques, technology and the amount of land that will be under irrigation in various places of this country. I come from a county that has very good potential for irrigation. West Pokot County has sources of water on one end, especially on the higher levels of West Pokot County where there is plenty of water. However, the lower parts are dry but it ... view
  • 14 Dec 2017 in Senate: Mr. Speaker, Sir, I also stand to support this Motion. It is good to see the House functioning as it should be; both sides of the House back to their work. I congratulate all colleagues who have been nominated in various Committees. As it has been said by my friend, the Senator for Vihiga, it is now back to work. Work is ahead of us and I am sure that we will present the best in our Committees. I would like to also agree that the image of the Senate is going to be portrayed during this time; as the ... view
  • 14 Dec 2017 in Senate: Thank you, very much, Mr. Deputy Speaker, Sir. I stand to support this Motion. This is quite emotional and emotive. Part of the injustices that need to be addressed in this country is the issue of equitable distribution of teachers in our primary schools. Since 1988, I have been representing the people of West Pokot in one way or another, except for, let us say, a year when I was expelled from the party and another time in 2013 when I lost the Senate seat. I have been in leadership in that county. I suppose, this is not the way ... view
  • 29 Nov 2017 in Senate: Thank you, Mr. Speaker, Sir. I am inclined to support hon. Khaniri and Sen. Ledama’s position, purely on procedural merit and not necessarily the details of the Petition. The fact that this has been balloted already and is moving on to a Committee, that is our job to do. We are strong enough to deal with any Petition. The Constitution says that any Kenyan can petition Parliament on anything. If we have been The electronic version of the Senate Hansard Report is for information purposes only. • 7 Nov 2017 in Senate: Mr. Speaker, Sir, I join you and my collogues, on my own behalf and on behalf of the people of West Pokot County, to register our condolences for the untimely and sad loss of Dr. Gakuru, the Governor of Nyeri County. I was impressed that in situations like this, our politicians and Members of Parliament (MPs) across the political divide were on hand to condole with the family. This is probably a beginning of a state of bipartisanism that will come to this House. In times when we are faced with situations such as this, we forget our political problems, ... view

  • 11 Oct 2017 in Senate: Mr. Speaker, Sir, I am a beneficiary of the three minutes rule and know that, that time is very short. I laud everyone who has contributed. There is something that is happening in this House, which is that debate is one- sided. The plus side to that is that this side is getting to be sharpened as better debaters, because they have the opportunity to debate all the time. I worry about the other side and the situation where we will have one side--- It is like sitting on a see-saw and there is nobody on the other side. We ... view
