  • 23 Sep 2020 in Senate: Is it in order for the Mover of the Motion that once the Order has already been called to sort of withdraw from the Motion? I think this is a very important Motion and the more we postpone it, the more it looks very bad for us. It is a Motion on privilege. The Senator should move and ask somebody else to second. It is not a very difficult one to second. view
  • 23 Sep 2020 in Senate: Next time it will keep going and the two Senators will continue to look like their issue has not been resolved. It is a privilege matter and that is why it was prioritized. view
  • 23 Sep 2020 in Senate: Mr. Temporary Speaker, Sir, I beg to move that The National Assembly Amendments to The County Outdoor Advertising Control Bill (Senate Bills No.19 of 2018) be now considered. This is a very straightforward Bill. I am the one who sponsored the Bill. I know that it is very important that this House, at the Third Reading, looks very keenly at the amendments that have come from the National Assembly. I have looked at the Bill, but cannot go into the details of it. The gist of it is that we would like to have a unified Act of Parliament that ... view
  • 23 Sep 2020 in Senate: advertising within the county. There has been confusion where so many organizations are taxing and imposing charges to members of the outdoor advertising organizations, making it so difficult to know where the money goes. It is important that as the Standing Committee on Information, Communication and Technology, we look at all the possible ways of making sure that this group of people who do outdoor advertising, billboards and all the other technical aspects of advertising can be brought to one common regime and given controls. Some of these controls can be given to the counties and the other controls can ... view
  • 23 Sep 2020 in Senate: Mr. Temporary Speaker, Sir, this is a straightforward Motion. Since we will have time for the Third Reading, I thank Members for understanding that we should accept those amendments. view
  • 23 Sep 2020 in Senate: With those few remarks, I beg to reply. view
  • 22 Sep 2020 in Senate: Mr. Temporary Speaker, Sir, I want to thank you for this opportunity and also congratulate Members who have contributed to this Motion of Adjournment. It is very clear now that even here, all the male Members are on one side and all the female Members are on the other side. I do not think that we have really gotten the gist of the consequences of the advice by the Chief Justice. For example, if you look at the Senate, it has come closest to meeting the Two-thirds Gender Rule. The Senate can, therefore, be said to have made the representation ... view
  • 22 Sep 2020 in Senate: progressively, as has been argued. However, it does not necessarily mean that Parliament is against this move. We know how many efforts have been made by Parliament to reach that particular threshold. I do not know why the Chief Justice had to be the one to give this advice to the President. His term is coming to an end, and should have given this chance to the next Chief Justice to weigh in on this matter, with a new clear vision, insights and way of looking at things, after the referendum. This would have been a much better way to ... view
  • 22 Sep 2020 in Senate: 19) pandemic at the same time? The economy is already suffering and then you think about that. Some of these things should have been taken into consideration. Mr. Temporary Speaker, Sir, we, in this House, have already set the best example of coming very close to the perfect Two Thirds Gender rule. That is not possible elsewhere. The Senate had this given constitutionally. It can be done, but there are certain institutions where it cannot be done. We say thank you to the Members. We are very considerate. Nobody has been adverse and has gone into name-calling. Nobody has gone ... view
  • 17 Sep 2020 in Senate: Thank you, Madam Temporary Speaker. I will try to kill two birds with one stone and say that our business for next week on 22nd, 23rd and 24th September, 2020 will be the County Allocation of Revenue Act (CARA). We have not finished CARA, and we will finish it then. We have some 20 Bills, which are due for Second Reading, and 17 that are due for the Third Reading on the Committee of the Whole. Madam Temporary Speaker, let me now use this opportunity to thank the Members of this House for being so steadfast in considering and passing ... view
