Mr. Speaker, Sir, I beg to reply. (a) I am aware that members of Kathonzweni Land Control Board have not been paid their allowances. This is due to inadequate financial allocation for this Item. However, partial payment of Kshs3,740 was made in July, 2009. The Ministry is yet to settle the accrued allowances totaling Kshs32,180. (b) As indicated in “a” above, the Ministry is unable to pay all the accrued allowances due to inadequate funding. Thank you, Mr. Temporary Deputy Speaker, Sir. Emuhaya Constituency falls within the larger Vihiga District while Kisumu Rural and Kisumu West constituencies fall within the larger Kisumu District. I wish to table maps showing legally gazetted boundaries between Emuhaya, Kisumu West and Kisumu Rural constituencies. I have Kenya Parliamentary Constituency Maps and Kenya Administrative Boundary Map.

Secondly, I have agreed with the Questioner to go physically to Emuhaya on 3rd September to find lasting solution to this particular matter. This is because it is very difficult to deliberate on this matter which is so technical on the Floor of the House.

Mr. Temporary Deputy Speaker, Sir, in view of the controversy, I have no objection to sit with the three Members of Parliament to agree. But as far as the maps are concerned, any Member of Parliament can peruse them since they are now the property of the House. So, I do not have to bring some other maps. We can agree on the date of the visit. If the visit will be on 3rd of September or whatever, I have no objection.
