Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to add my voice to this critical Bill which is long overdue. The history of KIRDI dates back to 1942 by the then colonial Government that established a laboratory that was meant to do research. In 1979, the Kenyan Government came up with KIRDI. It is unfortunate that from 1979, when we should have taken it up seriously as a research institute to develop research innovation in our country, we seem to have gone into slumber land. I categorically state that this is an appeal whose time is long ...

that we are talking about is in many fields, namely, civil engineering, mechanical engineering, electrical engineering, chemical engineering and textile. Hon. Temporary Deputy Speaker, when it comes to textile in this country, you will realise that it is one of the least developed in terms of technology. We have a lot that remains unexploited in that area. We also have industrial chemistry, food technology, ceramics and clay. For instance, in my constituency, we have clay soil in a wider spectrum that we have done very little in terms of coming up with tiles that are extremely good. Other developed democracies ...

Thank you, Hon. Speaker, for giving me a chance to also add my voice to this very emotive matter. COVID-19 is still ravaging the country. We want to invoke your discretion because currently, about 112 Members are attending the Sitting. Through your discretion, I want to urge that this number be slightly increased. I also urge the Members present who have not been vaccinated to get vaccinated. This is because if you are seated here and you have not been vaccinated, it shows you are irresponsible. We need to follow the laid down conditions. It will do us no harm ...

Thank you, Hon. Temporary Deputy Speaker. I stand to second this Bilateral Air Service Agreement between South Africa, Botswana and our country. You will note that we are having territorial boundaries in the whole world opening up for various reasons, but for ours, one of the prime effects of these agreements is firstly to enhance our friendship with South Africa and Botswana. It will also increase our understanding and our cooperation with the member States. At the end of the day, Kenya as a country will benefit and this will be in the best interest of the country. I would ...

to businesses by Kenya in South Africa and Botswana as new markets. These agreements are, therefore, going to help us a great deal. Secondly, there is no doubt that with an increased market, we will create job opportunities for our many young men and women who are languishing in poverty out there. These are people who completed university and tertiary college education in big numbers, but have no jobs. So, the signing of this Agreement, and with an enhanced new market, will definitely create job opportunities for our youth. There will be flow of goods across the three countries. That ...

With those few avenues opened, we will increase competition in the market, both locally and in South Africa, Botswana and other areas where the airlines will be connecting to. We will also have route connectivity. You realise that for a long time, there have been a lot of restrictions on the number of routes that you could travel to. Once this air service Agreement comes into force, it will open other destinations that one can travel to. That will lead to what we call ‘improved quality of life.’ The moment you have more businesses, you will have more access to ...

Thank you, Hon. Temporary Deputy Speaker. As I rise to second, I would urge the House to move with speed. Hon. Temporary Deputy Speaker, I hope you will be one of the first beneficiaries to visit the great country of Russia. There are very many good things that are contained in this agreement between Kenya and Russia. One of the things that will naturally come into play is the issue of aviation safety. With The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

increased number of airlines coming to our country, we will have increased aviation safety. We will also apply our domestic laws. There will also be recognition of our certificates and licences, which means our revenue stream will enhance. It is also worth noting that we are bound to benefit through customs, duty, taxes, charges and transfer of earnings. Principles governing operation of the agreed services are also contained in this agreement. Commercial activities will no doubt increase. Provision of information between the two countries, user charges and settlement of disputes are entrenched in this agreement. They will obviously provide a ...

Thank you, Hon. Temporary Deputy Speaker for giving me a chance to also contribute on this very important Sessional Paper No. 1 of 2021 on the National Water Policy, and thus say “water is life”. Water is a social and economic good which is critical for any country to realise sustainable development. Despite the fact that water is a devolved function, one would appreciate that it is applied in both levels of government – the national Government and the county governments. This Sessional Paper provides for those frameworks upon which both levels of government come and prepare their policies and ...
